Cagayan Province, home to the Philippines’ largest river system, is frequently visited by typhoons causing floods that threaten the lives, livelihoods, and food-security of locals. Through the DPR Programme, the Provincial Disaster Risk Reduction and Management Office (PDRRMO) has taken concrete steps to better prepare for and respond to disasters. In addition to a series of capacity building technical trainings, including how to use the Incident Command System, the PDRRMO has also made progress on the policy front. In September 2012, the provincial government passed a resolution institutionalizing the Incident Management Team, thus enhancing sustainable emergency response mechanisms.
